COORDINATING COUNCIL OF YOUTH OF THE ASSEMBLY OF THE PEOPLE OF KAZAKHSTAN IN KARAGANDA REGION
1. General provisions
1.1 The Youth Coordinating Council of the Assembly of the People of Kazakhstan of Karaganda region (further Council) is a consultative and advisory agency of the Assembly of the people of Kazakhstan in Karaganda region.
1.2 The Council is guided in its activity by the Constitution, laws of Kazakhstan Republic, acts of the President and the Government of Kazakhstan Republic, other regulatory legal acts, as well as this provision.
2.Tasks and functions of the council
2.1 The main task of the Council is to consolidate the institutions of civil society, political and non-governmental organizations, other associations in order to implement the state youth policy, to strengthen and develop Kazakhstan's identity on the principle of citizenship, public consensus and national unity in society, the development of common approaches to achieve the goals and objectives of the Assembly of the People of Kazakhstan on the implementation of state youth policy, realization of the national patriotic idea of Mangilik El, the upbringing of a new Kazakh patriotism.
• The Board performs the following functions:
• Support and development of youth initiatives, socially significant projects and programs aimed at achieving the goals and objectives of the Assembly of the People of Kazakhstan;
• uniting the efforts, energy and potential of the youth in the region, aimed at creating conditions and mechanisms for solving the problems of youth, protecting their interests;
• education of young people in the spirit of a new Kazakhstan patriotism, universal values, harmony and tolerance;
3.Powers of the council
• The Council, within its competence, has the right:
• request information, documents and materials required by the state authorities to perform the assigned tasks;
• to hear at meetings of the Council representatives of state agency and other organizations on matters within the competence of the Council;
• in order to develop proposals on specific problems and issues within the competence of the Council, to create working groups and commissions
• take decisions on matters within its competence.
4.Organization of the council's activities
4.1 Meetings of the Council are held as necessary, but not less than once a quarter.
4.2 Meetings of the Council are eligible if there are two thirds of the total number of Council members.
4.3 Decisions of the Council are taken by a majority of votes of the total number of its members present at the meeting. If the votes of the members of the Council are equal, the voice of the presiding officer is decisive.
4.4 At meetings of the Council, officials who are not members of the Council, as well as representatives of public organizations, the Assembly of the People of Kazakhstan and the media, may be invited.
• Chairman of the board:
• directs the activities of the Council and presides at its meetings;
• determines the agenda and signs the minutes of the meeting of the Council.
• 4.5 In the absence of the chairman, his duties are performed by a deputy determined by the chairman.
• 4.6 Secretary of the Council:
• informs the members of the Council of the time and place of its meetings;
• organizes the preparation of materials for meetings of the Council;
• draw up the minutes of the meeting of the Council;
• presents to the Chairman of the Council a report prepared by its members on the work done to implement the decisions;
on the instructions of the Chairman of the Council performs other functions.
4.7 The Secretary of the Council is not a member of the Council.
4.8 The working agency of the Council of Karaganda region is KSI "Kogamdyk kelisim" of the apparatus of the akim of Karaganda region.
4.9 Working agency of the Council:
• provides information and analytical support to the activities of the Council;
• conducts official correspondence with government bodies, officials and organizations on matters within the competence of the Council; exercises other powers necessary to ensure the activities of the Council.
• 4.10 Local executive bodies assist the Council in carrying out the tasks assigned to it.
